Since July 2004, Indonesian port security standards for shipping have been using the International Ship Security and Port Facility Security Code (ISPS Code). This code applies to various types of ships that serve international waters, such as passenger ships, cargo ships, high speed craft, and mobile offshore drilling units (MODU). In addition, this code is also applied to port facilities that provide services to ships of international waters. This rule is mandatory for all stakeholders in the maritime world.

The term shipping in the ISPS CODE refers to International Shipping. While the port in context are ports that serve international shipping activities. However, the main issue of security in this code is related to the security of ship crews, ports, piracy issues, bomb threat issues, and other similar issues. Therefore, it is important for users of port services and port operators to understand and implement this rule, especially since the ISPS Code is already in effect internationally.

There are several important terms in the ISPS Code that all relevant parties are required to know, in order to avoid misunderstandings in its application, namely:

1. Ship Security Plan which is a written plan that is prepared and developed to ensure the implementation of every action taken on board the ship.
2. Port facility Security Plan which is a written plan that is prepared and developed to protect all kinds of actions and facilities at the port.
3. Ship Security Officer is the person responsible to the ship's captain, appointed by the Shipping Company, who is responsible for ship security.
4. Company Security Officer is the person appointed by the Company to conduct a ship security assessment. He also serves as a liaison between the Port Security Officer and the Ship Security Officer.
5. Port Facility Security Officer is the person responsible for the development, implementation, amendment, and maintenance of the Port Facility Security Plan.
6. Security level is a classification of ship and port security through the process of observing and collecting data. The security level is divided into 3 levels, with level 3 being the highest.
